Reported deadline: 31 December 2026

News reports dated 13 October say the private-car deadline has been extended. We did not locate the official extension notice in the department’s online notifications. Confirm the current position before relying on this date.

Does your car need a certificate?

The reported private-car exemptions run from the date of manufacture:

Engine capacity

Reported exemption from manufacture

Up to 1,000cc

5 years

1,001–2,000cc

6 years

Above 2,000cc

7 years

These periods are reported policy details. Confirm your car’s eligibility with a licensed centre, especially near an age cut-off. Source ↗

Punjab, Pakistan only. Do not apply this guide to Sindh, KP, Balochistan or Islamabad. Commercial vehicles and motorcycles require separate category checks.

Emissions testing measures exhaust pollutants; a clean-looking exhaust is not proof of a pass.

Emissions and fitness: ask what is covered.

Emissions testing checks exhaust pollution. Fitness certification concerns the vehicle’s condition and applicable inspection requirements. Before booking, ask which test and certificate the centre provides for your vehicle.

Do not mix the reported 5/6/7-year private-car exemptions with EPA’s separate 2025 order for cars/LTVs not older than three years. That order references manufacture year 2022; it is not a fresh 2026 eligibility calculator. Read EPA’s order ↗

Private-car emission test fees

The official P-VICS notice adopts these rates. Examples below avoid ambiguity at exact band boundaries.

Example engine capacity

Test fee (PKR)

660cc

PKR 500

1,300cc

PKR 800

1,800cc

PKR 1,000

3,000cc

PKR 1,500

4,600cc

PKR 2,000

Engine capacities are examples, not full fee bands. The notice uses overlapping boundary wording; confirm the charge for your exact engine capacity, especially 4,500cc. These are testing fees, not repair estimates. Official fee schedule ↗

Keep your documents ready and address maintenance issues before the visit.

A short checklist saves a second trip.

  • Original registration documents, driver’s CNIC and driving licence.

  • Confirm the fee, payment method and appointment with your centre.

  • Check tyres, lights and brakes; repair leaks and loose parts.

  • Ask a mechanic to investigate smoke, rough running or warning lights.

  • For VICS inspection, follow its unloaded-vehicle instructions.

Understand the result before arranging repairs and a retest.

If the vehicle fails

Keep the results, repair the identified faults, and return for a retest. Ask about retest charges and certificate validity. Keep your receipt and certificate after passing.

Buying a used car?

Ask for available test records and check that vehicle details match. Treat them as one part of your checks alongside ownership documents and an independent inspection.

Before you leave the centre

Check the registration number and other vehicle details printed on the result. Ask the staff to explain any unfamiliar reading and the next action required. Keep a digital copy of your receipt and certificate so you can find them again. A test result does not replace regular maintenance: continue following your vehicle manufacturer’s service schedule and have new warning signs checked promptly.
