Check Car Documents Before Buying in Pakistan: MTMIS, Smart Card, Token Tax and Biometric Transfer
Before paying for a used car, match the registered owner, original smart card, official Excise record, vehicle identity, token-tax status and biometric transfer process.
The short answer: do not pay the full amount until the seller matches the registered owner, the original smart card or registration certificate agrees with the official Excise record, the vehicle identifiers match, dues are known, and transfer can proceed. An online result is an important screen. It is not proof of ownership or document authenticity.
Start with used cars listed on AutoTrader, then independently verify the exact car before committing.
Official information checked: 31 July 2026. Rules, fees and digital services can change.
1. Use the official portal for the registration province
Enter the registration number yourself. Match every available owner and vehicle field. Save the result with the date. A missing, incomplete or conflicting record needs Excise clarification before payment. If a service is unavailable, retry or contact Excise. Never use a look-alike website.
Registration area | Official starting point | What to confirm |
|---|---|---|
Punjab | Open the official registered-vehicle verification service | |
Sindh | Four-wheeler record by registration number | |
Islamabad | Vehicle detail, smart-card status and challan services | |
Khyber Pakhtunkhwa | Available online record; also check current Excise notices | |
Balochistan | Online vehicle verification and current services |
2. Match the seller to the registered owner
Meet the person named in the official record and on the original smart card or registration certificate. Compare the name with the original CNIC in front of you, but do not photograph or retain unnecessary personal data. If an authorised representative is involved, confirm the accepted authority and documents directly with the registration office.
Avoid an “open transfer” or a promise that the owner will appear later. The Sindh motor-vehicle law expressly bars transactions on open letters and sets reporting and transfer duties after a sale. A clean deal should move into the buyer’s name through the official process.
3. Inspect the original smart card and file
Check print quality, spelling, card condition and signs that printed details were altered or reprinted. Match the registration number, make, model, colour, engine number and chassis number wherever they appear. Punjab’s official transfer requirements include the original registration certificate with updated token tax and, for vehicles under the File Return Scheme, the original file. Islamabad’s official transfer form also records the registration, engine and chassis identity.
4. Match the engine and chassis numbers on the car
Ask an independent inspector to locate both identifiers and match them character for character. Pause the deal and seek qualified or official verification if an identity area shows unusual grinding, welding, fresh paint, re-stamping or a disturbed plate. A visual inspection is not a chemical examination.
5. Confirm token tax, challans and finance
Obtain a current dues position on the deal date. Check unpaid token tax, transfer charges, applicable penalties and any challan service available for that registration area. Use the Punjab motor-vehicle tax page or Sindh online services when relevant; fees and processes can change, so do not rely on an old screenshot. If a bank or leasing company has an interest in the car, require its accepted no-objection certificate (NOC) and confirm the release procedure.
Cost to confirm before agreement | Confirmed amount (PKR) | Who will pay? |
|---|---|---|
Outstanding token tax and penalties | ________ | ________ |
Transfer, smart-card and service charges | ________ | ________ |
Bank or lease release costs, if any | ________ | ________ |
Independent inspection and immediate safety work | ________ | ________ |
6. Plan biometric transfer before payment
Ask the relevant Excise office which seller and buyer steps apply on that day. Punjab’s official ePay transfer flow describes a PSID, payment, seller and purchaser biometric status, and extra handling where hire purchase applies. Islamabad lists vehicle transfer and biometric receipt verification among its official services. KP and other provinces may issue temporary or updated biometric instructions, so check the latest notice rather than assuming Punjab’s process applies everywhere.
7. Stop when the story and documents do not agree
Walk away if the registered owner will not appear and Excise does not confirm an accepted representative route; missing originals lack verifiable official duplicate or replacement evidence; identifiers conflict; documents appear altered; finance is unresolved; or transfer is delayed. Also stop if anyone asks you to use an unofficial portal, pay an unrelated account, or accept only screenshots as proof.
Final handover checklist
- Write the agreed price, registration, engine and chassis details on the sale receipt. - Complete the official transfer steps in the sequence confirmed by the authority. - Use a traceable payment method and record what each payment covers. - Collect the original card or certificate, applicable file, keys, spare key, manuals and receipts. - Keep PSID, biometric, payment and submission receipts until the new ownership record is confirmed.
