Buying a Used Car in Pakistan: 10 Checks Before You Pay

Before paying for a used car in Pakistan, verify the owner, original documents, official Excise record, stolen-vehicle record, vehicle identity, condition, dues and transfer.

Do not pay until the registered owner, original documents, official Excise record, police record, chassis and engine identity, independent inspection, dues and transfer process all pass. If the seller refuses an official check or transfer, leave the deal.

1. Meet the registered owner

Ask the person named on the original smart card or registration certificate to attend. Match that name with the seller's original CNIC and the official Excise record. A representative must have authority accepted by the registering office. Do not accept “open letter” as a safe shortcut.

2. Check the official Excise record yourself

Use the portal for the car's registration province: Punjab MTMIS, Sindh Excise, KP Excise, Islamabad Excise or Balochistan Excise. Enter the number yourself. Match the make, model, colour, owner and available engine or chassis details. An online result is only a first check; it does not prove the car or papers are genuine.

3. Check the stolen-vehicle record separately

Excise registration and a police stolen-vehicle check are different. In Karachi and Sindh, CPLC vehicle verification uses the registration, engine and chassis numbers. Punjab Police describes SVIS vehicle verification and Police Khidmat Markaz services. Confirm the current channel before visiting. Stop if any record is unclear.

4. Match the chassis and engine numbers

Find the physical numbers on the car and match them with the original certificate and official record. Look for grinding, welding, re-stamping or an unexplained alteration. Islamabad's official transfer form warns that a normal physical inspection is not a chemical examination of the chassis plate. Use a qualified vehicle-identity examiner when in doubt.

5. Check token tax, challans and finance

Get current dues from the registering authority on the transaction day. Punjab's ePay process can add outstanding token tax to the PSID. Use the current Punjab motor-vehicle tax page instead of an old fee screenshot. For a leased car, obtain the bank or leasing-company NOC. Imported cars need matching original import documents.

6. Book an independent inspection

Choose the mechanic or inspection service yourself. Ask for a cold start. Check warning lights, leaks, overheating, smoke, suspension, brakes, steering, AC and signs of major body repair. This is an inspection, not a long repair session. Separate safety problems from normal wear.

7. Check mileage and maintenance evidence

Compare the odometer with service invoices, workshop stickers, tyre dates and wear on the steering wheel, pedals and seats. One clue is not proof. If the evidence conflicts, treat the mileage as uncertain and price the car accordingly.

8. Test every family-use feature

Check all seat belts, door locks, windows, mirrors, lights, wipers, AC, audio, spare wheel and tools. Sit in the rear seat. Check headroom, legroom, boot space and child-seat needs. A car can drive well but still be wrong for your family.

9. Take a safe test drive and price the real condition

Drive on a quiet route with the seller's permission. Test braking, steering, gear changes, clutch or automatic response, suspension noise and temperature. Then compare several same-year, same-variant and same-city ads. Start with used cars on AutoTrader. Asking price is not the final sale price.

10. Complete transfer and payment as one controlled transaction

Write the registration, engine and chassis numbers, agreed price, included items, handover time and responsibility for dues. Confirm the current sequence with the registering authority, start the official transfer, complete the required biometrics and keep the PSID or receipt. Use traceable payment. Never hand over the full amount only because someone promises to transfer “later”.
